Cliff has been an Enrolled Actuary since 2004 and is a Certified Pension Consultant (CPC) with the American Society of Pensions Professionals and Actuaries (ASPPA). Cliff has been a speaker at ASPPA conferences and has worked with ASPPA committees commenting on federal pension laws. He is a member of the Leadership Council of ASPPA's College of Pension Actuaries and works with the Joint Board for the Enrollment of Actuaries to design, write, and edit questions for enrollment exams. Before joining TPA Outsource Service, LLC (TPAOS), Cliff served as Vice President of MBM Advisors, Inc. and is currently the Chief Actuary for the Loren D. Stark Company. Cliff's role in TPAOS is to facilitate operational guidelines for developing a team that adapts to changing regulatory environments. He brings over 20 years of experience for overseeing all actuarial functions.

Dayton's introduction to the industry began early in life, working in different capacities for his father's company the Loren D. Stark Company of which he is currently the Operations Manager. Dayton founded TPAOS in 2007 with the idea that leveraging time and capital would be the key to success for small business owners in the 21 st century. His role in TPAOS is to expand services along with new business development.

Winnie Phung, QKA

Winnie graduated from the Florida Atlantic University in 1998 with a bachelor's degree in Business Administration and a double major in Management and Finance. She has been working in the retirement plan industry for over 15 years, specializing in Defined Benefit plans. Prior to joining TPAOS, Winnie managed multiple employer plans at Pinnacle in Florida and is currently head of the Defined Benefit Department at the Loren D. Stark Company. Her role in TPAOS is to facilitate education, recruitment, and synergy between our international operations.
